In February 2004, the Cultural Ministers Council agreed to establish the Collections Council of Australia (CCA) in order to advance the stability and sustainability of Australia's collections sector and provide a single voice for the sector.

In establishing the CCA, the Cultural Ministers Council agreed that funding after its first three-year period would be contingent on a review of the organisation's performance.
In September 2006, the Cultural Ministers Council endorsed the terms of reference for the review and the membership of the Steering Committee and all jurisdictions participated on the Steering Committee for the review.
The Cultural Ministers Council considered the review's findings in July 2007.
